Watertown Housing Authority Hilltop Towers Vestibule and First Floor Renovation

As part of a term contract for Architecture and Engineering Services with the Watertown Housing Authority (WHA), Aubertine and Currier (A&C) provided Land Surveying, Civil Engineering, Structural Engineering, Electrical Engineering, and Architectural Design Services associated with the new Vestibule Addition and First Floor Renovation at the WHA Hilltop Towers in Watertown, NY. The project was funded by U.S. Department of Housing and Urban Development’s Public Housing Capital Fund to be put toward building improvements and capital projects.
The project included:
·20’x22’ Building Entry Vestibule Addition
·Renovation of Lobby Entry Area
·Dining Area and Kitchen Renovation
·Community Room/TV Area Renovation
·Electrical, Lighting and Reflective Ceiling Plan
·Lobby Rest Room renovation
·Site planning, demolition, and permit variances associated with the building entry addition and sidewalk reconfiguration along West Main Street.
Land Surveying services included performance of a field topographic survey of the 150’ long x 300’ wide area encompassing the driveway entrance, main building entry, sidewalk, and City’s West Main Street frontage. A topographic survey map of the project area was prepared by a Professional Land Surveyor in accordance with The Code of Practice of The New York State Association of Professional Land Surveyors, using AutoCAD 2015 Civil 3D format.
Civil/Site Engineering services involved review of City zoning criteria, meeting with the City Engineering and Planning Department personnel to discuss the proposed addition, preparing Preliminary and Final construction plans (Site, Grading, and Utility Plans and Details), compiling application for an Area Variance due to the reduced front setback distance from West Main Street to the proposed addition, preparation of Site Plan Waiver Application, revisal and finalization of Site Plans and Details based upon City Zoning Board of Appeals, Planning Board, and Owner review comments, and provision of Site Plans and Details for bidding purposes.
Architectural Design services included a review of project requirements with owner, preliminary review of the NYS Building Code, and Americans with Disabilities Act requirements, review of preliminary design for the first floor project and provision of design development drawings and specifications. Final design plans included a new vestibule with sitting benches, new lighting and stained concrete, new keying systems and ADA doors installed with ADA push plates, a new sprinkler system, electrical, lighting and ceiling plans, renovation of the supply store and library for the building, bathrooms, kitchen, dining rooms, community room and new flooring throughout the entire first floor.
Structural Engineering Services involved site visit to review existing conditions, review of project requirements with owner, and provision of structural drawings, including but not limited to, foundation plan, structural column layout, roof framing plan and details.
A&C fulfilled Bidding Services for the WHA throughout the bidding process in the form of preparation of required Contract Documents, assistance with advertising the project for bidding, managing the bidding process, collection and review of bids, and lending assistance to the WHA and Selected Contractor during the award and contract signing, and provided Construction Administration and Part-Time Inspection Services throughout the duration of construction for review of shop drawings and submittals, periodic observation of contractor’s activities with regard to compliance with contract specifications and drawings, assistance with additional or deductive changes, and preparation of punch list and follow through at project completion.
