Engineering Design Services for Local Recreational Facilities

The New York Power Authority (NYPA) is the country's largest state public power organization, producing some of the cheapest electricity in North America. The St. Lawrence-Franklin D. Roosevelt Power Project is one of 17 of the authority’s generating facilities. The entire power project stretches over 37 miles within the Towns of Waddington, Louisville and Massena. NYPA has built thousands of acres of parkland along the river for recreational enjoyment and wildlife preservation.
NYPA has continued to support, improve, maintain, and expand numerous NYPA and municipal owned recreational properties as part of the St. Lawrence NY-FDR Power Project relicensing and Land Management Plan. In 2010, Aubertine and Currier was awarded a five (5) year contract for Engineering Design Services for Local Recreational Facilities in the Towns of Waddington, Louisville, and Massena and the Village of Waddington. Engineering Services are necessary for over twenty local parks and recreational facilities within the Power Project’s Boundaries. A/E services under this contract included:
- Review engineering drawings and specifications prepared by engineers hired by the municipalities.
- Provide complete design plans, details and specifications for improvements requested by NYPA.
- Maintain a record of all design changes to submit certified as-built drawings.
- Review proposed changes by the municipalities or the NYPA to local recreation facilities that will enhance their use.
Aubertine and Currier has completed various Architectural and Engineering design related professional services for NYPA. Some examples of recent projects include the following:
Accessible Fishing Piers, Island View & Whittaker Park, Town/Village of Waddington, NY
Professional services included survey, civil/site engineering, geotechnical engineering, and structural engineering and design of two ADA accessible fishing piers. Project deliverables included a topographic survey and mapping of two sites, performance of geotechnical evaluation of the soils along the shoreline, civil/site design of the elevation and grading and access routes to the adjacent park trails, and structural design of the steel pile foundations and aluminum pier, code analysis, preparation of technical specifications, cost estimating, design of Erosion and Sedimentation controls, and the design of miscellaneous parking and trail access paving.
Trail Repairs, Whalen Park, Town of Louisville, NY
Professional services included survey, civil/site engineering and design of the repairs and reconstruction of the deteriorated portions of the 1.6 mile long Whalen Park walking/running/biking trail. The ADA accessible trail meandered along the scenic wetlands and shoreline of the St. Lawrence River. Design included the replacement of nine (9) culverts, and 2,000’ of deteriorated asphalt trail. Much of the 5 year old trail’s deterioration was found to be due to poor drainage, deficient subgrade conditions, and cold regional climate.
Campground Upgrades and Expansion, Lisbon Beach & Campground, Town of Lisbon, NY
Design included a two phase upgrade and expansion of the existing RV Park. Phase 1 included the electrical design for the replacement and upgrade to a 400 amp underground electrical system serving 39 RV sites. Phase 2 included the civil/site and electrical design of an additional 400 amp electrical service, water and sewer infrastructure to service both existing un-serviced sites and the addition of eleven RV sites to the park. Phase 1 was completed in May 2011 and Phase 2 completed late in 2012.

Lisbon Beach Campground Phase I & II RV Site Utility Expansion, Ogdensburg, NY
The Town of Lisbon Beach Campground is comprised of a beach, two bathhouses, boat launch, 80 RV and tent sites, and numerous ball fields, picnic areas and playgrounds. This project consisted of performing a topographic survey and engineering design to provide additional water, sewer and electric utilities to the campgrounds RV sites located on the northerly portion of the property. This northerly portion of the campground consists of 50 RV and tent sites and an existing bathhouse that was constructed in 2002.
Robert Moses State Park Highway Repaving, Massena, NY
A&C worked with the highway contractor to verify existing survey control, set additional control, and perform a site calibration in order to provide the contractor with a 3D machine control model of the proposed roadway improvements. The 3D model was utilized to help reconstruct over 6.5 miles of the Robert Moses State Park Highway.
Barnhart Island Road Upgrade and Paving, St. Lawrence County, NY
The Barnhart Island Main Access Road Upgrade and Paving project required construction layout services entailing verification of existing survey control points, setting additional survey control and benchmarks, and providing the contractor with a 3D model for the proposed improvements. A&C performed a post construction as-built survey of the roadway and created as-built mapping of the project for submission to NYPA.
St. Lawrence Main Access Road Phase II, St. Lawrence County, NY
A&C is currently performing the surveying, construction layout, and 3D machine control services for the reconstruction of the remaining portion of Barnhart Island Road and the Beach Marina Road. After completion of the construction, A&C will perform the as-built survey and mapping for the project for submission to NYPA.
