Villages of Carthage and West Carthage Water Pollution Control Facility

Aubertine and Currier, PLLC completed a boundary and topographic survey of the Villages of Carthage and West Carthage Water Pollution Control Facility (WPCF) located in the Village of West Carthage on the Black River. The project area consisted of surveying the 9+ acre, 4.0 million gallons per day, Water Pollution Control Facility that serves both residential and industrial customers within the Villages. The base mapping was used for the design and construction of upgrades to the 1970’s era facility to meet current regulations. Aubertine and Currier was a subconsultant to GHD Consulting Services, Inc.

The project consisted of surveying and mapping all existing features within the WPCF site, including the roads, parking lots, buildings, sidewalks, pads, fencing, above ground utilities, domed settling tanks, aeration tanks, and chlorine contact tank. A&C prepared the boundary and topographic survey map to show topographic information at 1 foot contours, along with all site improvements.

Due to the numerous maze of underground utilities installed over the years, the accurate location of underground utilities was critical for this project. A&C utilized Ground Penetrating Radar (GPR), along with available as-built drawings from the construction of the facility, to verify the horizontal location and approximate elevation of underground utilities. In some cases, the GPR was used to verify the nonexistence of a utility or to verify that a utility was not installed in the location shown on the as-built plans.

The topographic survey and mapping was initially referenced horizontally the North American Datum of 1983 (NAD83) and vertically the North American Vertical Datum of 1988 (NAVD88).The vertical datum was later changed, at the client’s request, to the National Geodetic Vertical Datum of 1929 (NGVD29) to coincide with the existing as-built plans and utility elevations.
