Franklin County Community Housing Council - Building 2 Retaining Wall Reconstruction

The Franklin County Community Housing Council, Inc. (FCCHC) was established in 1980 to create funding, and manage activities related to low and moderate income families and individuals. They are a Local Administrator for the Housing Choice Voucher Rental Assistance and Homebuyers Program, and a certified HUD Counseling Agency that administers, manages, and owns various rental housing facilities in Franklin and Essex Counties.

Aubertine and Currier (A&C) was contracted by the FCCHC in 2013 to provide Land Surveying, Civil Engineering, Construction Administration, and Part-Time Inspection Services for the design of a replacement retaining wall behind building #2 at the FCCHC Lake Placid Site. FCCHC replaced the failing landscape stone retaining wall with a more substantial “Redi-Rock” retaining wall similar to one recently constructed at Building #38.

Land Surveying Services included the performance of a field topographic survey of the 120’ x 250’ area associated with the retaining wall, grading, and drainage repairs. A topographic survey map of the project area was prepared by a Professional Land Surveyor in accordance with The Code of Practice of The New York State Association of Professional Land Surveyors, and all mapping referenced horizontally to State Plane Grid Coordinates, NYS Eastern Zone (3101) NAD83 (96), and vertically to NAVD 88.

Land Surveying Services included the performance of a field topographic survey of the 120’ x 250’ area associated with the retaining wall, grading, and drainage repairs. Information included :

  • ·Boundary lines with iron pipes found or set
  • ·1’ contour intervals with spot elevations
  • ·Buildings, porches, patios & access doors
  • ·Adjacent driveway and parking aisles; pavement and walks
  • ·Landscaping
  • ·Utility poles and overhead utility lines
  • ·Visible underground utility boxes and markers, with mapping of underground utilities in accordance with available as-built plans
  • ·Water valves and hydrants
  • ·Sanitary sewer manholes locations, inverts, and pipe sizes
  • ·Storm sewer manholes, catch basins, and/or culverts locations, including inverts and pipe sizes

A topographic survey map of the project area was prepared by a Professional Land Surveyor in accordance with The Code of Practice of The New York State Association of Professional Land Surveyors, and all mapping referenced horizontally to State Plane Grid Coordinates, NYS Eastern Zone (3101) NAD83 (96), and vertically to NAVD 88.

Civil/Site Engineering Design Services included a site visit to review the retaining wall and project area and completion of an evaluation of the existing retaining wall’s general condition. The evaluation included structural condition, extent of failure, soil conditions, and adequacy of grading and drainage. An Engineers Construction Cost Estimate of the anticipated repairs was then provided, based upon RS Means Cost Data and applicable local cost adjustments. Final construction plans of the site, grading, drainage plans, and details were then prepared based upon the preliminary design which incorporated any comments provided by the FCCHC.

A&C fulfilled Bidding Services for the FCCHC throughout the bidding process in the form of preparation of required Contract Documents, assistance with advertising the project for bidding, managing the bidding process, collection and review of bids, and lending assistance to the FCCHC and Selected Contractor during the award and contract signing.

In addition, Construction Administration and Part-Time Inspection Services were performed throughout the duration of construction in the form of review of shop drawings and submittals, observation once a week of the contractor’s activities with regard to compliance with contract specifications and drawings, assistance with additional or deductive changes, and preparation of punch list and follow through at project completion.
