In 2015, the Cape Vincent Housing Corporation applied for and received the USDA Rural Development (RD) Multi-Family Revitalization Demonstration Program (MPR) funding to rehabilitate and preserve the affordable housing complex for the next 20 years. The RD funding received was based on a Capital Needs Assessment (CNA) completed in early 2015 for the property. The CNA outlined a repair, replacement, maintenance and improvement schedule and provided estimated costs for the next twenty years. The four-building complex, located in the Village of Cape Vincent includes five one-bedroom units and nineteen two-bedroom units, two of which are designated as handicapped accessible units. The complex also includes a common laundry facility, one restroom, a manager’s office, a maintenance garage and a small entrance corridor that houses the mail facility.
Aubertine and Currier’s professional services included completing a drainage evaluation, structural inspection and report to determine the cause of the surface drainage issues and foundation cracking noted in the CNA, recommend the appropriate corrective action and provide the owner an estimate of the cost to correct the drainage and foundation issues. Once completed, the engineering report and CNA were utilized by A&C, the owner and RD to determine a project scope that fit within the project budget set by RD funding.
The survey/site/civil engineering services included a topographic and utility survey of approximately 7 acres. Site/civil construction plans were prepared which depicted the asphalt parking lot reconstruction and paint striping, asphalt driveway, handicap accessible parking signage, concrete curb ramp, concrete sidewalk repair and replacement, relocation of dumpster pad and fence enclosure, grading and drainage design for sheet flow to the existing storm drainage structures, seeding and restoration, layout of erosion and sediment controls and exterior lighting.
The architectural and structural services included field measuring the four existing buildings and inputting the existing conditions into AutoCAD. The plans were further developed to illustrate extensive exterior and interior upgrades. Upgrades to the exterior of the buildings included complete removal and replacement of the asphalt shingle roofs, soffits and fascia, complete removal and replacement of the vinyl siding and trim, new exterior insulation, all new exterior doors, new exterior wall mounted lighting, and new privacy fences on the rear patios of the two-story buildings. Upgrades to the interior of the buildings included replacement of all kitchen sinks, interior doors, main living area flooring, electric ranges and range hoods, kitchen cabinetry, kitchen countertops, water heaters and vanities in the bathrooms, new shelving in all laundry rooms, new smoke alarms in all units and accessibility upgrades in two units, the common area toilet room and entrance corridor.
Aubertine and Currier was also responsible for managing the bid process and providing the owner with a recommendation of award of contract, reviewing the contractor’s insurances, reviewing the contractor’s schedule of values, conducting a pre-construction meeting at the site with the owner and contractor, reviewing shop drawing submittals, ensuring construction was in conformance with the contract documents and preparing field reports, providing job clarifications and responses to RFI’s, reviewing change orders, authorizing payment for work completed, creating a punch list and distributing to the owner and contractor, reviewing close out paperwork, releasing of liens and warranty information and final inspection with RD, owner and contractor.
