Site 5 MP Battalion Cluster Hill Beddown Area Site Infrastructure

RACC was the Design-Build Prime Contractor. The Site 5 MP Battalion CHBD Site Infrastructure project at Fort Riley began March 19, 2010 and was completed and accepted by the government November 16, 2010, four months ahead of the March 30, 2011 contract completion date. Site Infrastructure engineering design services for the 49 acre project site were completed by A&C, Managing Civil Engineer, Matthew R. Morgia, P.E.

The project work included the design of site infrastructure improvements for the 47 acre Site #5 11,214 sf Battalion Head Quarters (BHQ), 57,153 sf Company Operations Facility (COF), 26,905 sf Tactical Equipment Maintenance Facility (TEMF), and associate infrastructure needs. The project had time critical intermediate due dates for three building pads to permit simultaneous building construction by three other contractors. The project consisted of; clearing, grubbing, 190,000 sy of earthwork, grading and compaction, installation of site utilities to include the 3,900’ of storm drainage, sanitary sewer system, 3,300’ of waterline, 8,000’ of natural gas piping, 2,100’ of underground electric and fiber installation, large building pads, 189,000 sf of asphalt paving for POV parking lots, 28,800 sf of asphalt roadway, 31,500 sf of concrete roadway, sidewalks, gutter and curbing, 63,000 sf of gravel tank trail, and 4,100’ of site electric for street lighting.

A&C was the Designer of Record for RACC’s Fort Riley SATOC MP Battalion Site 5 site and infrastructure project. The original CHBD area was fully designed as part of a five Battalion facility, but required substantial civil/site infrastructure redesign to meet the developing Centers of Standardization (COS) requirements, and additional Battalions. Civil/Site revisions included engineering design changes from the original plans. The redesign finalized the civil/site design associated with the area surrounding the Site 5 CS COF, TS TEMF, and B5 Battalion Headquarters facilities to include the associated grading, earthwork, parking, roadway, utility, and tank road final design. Aubertine and Currier completed the final design to include:

·Construction plans and profiles for the Water, Sanitary Sewer, Electric and Communication utilities.

·Redesign grading, area inlets, and storm drainage utilities.

Project Cost: Original Contract Amount: $6,783,305. Final Contract Amount: $6,742,685.

The Final Contract Amount included a $39,000 cost reduction.

Project Schedule: Award: 03/19/2010. Original Completion: 03/30/2011. Revised Completion: 11/16/2010. The project was completed four months ahead of contract schedule.

Additional: Project site infrastructure was conceptually designed by the government. Final design and construction plans were created to facilitate final government review and construction of the facility. The design of the final plans was completed in a matter of months as construction earthwork activities were underway. This allowed the contractor to fast track the project and take advantage of the summer construction season.
