Franklin County Community Housing Council - Building 16 & 25 - Roof, Deck, and Retaining Wall Reconstruction

The Franklin County Community Housing Council, Inc. (FCCHC) was established in 1980 to create funding, and manage activities related to low and moderate income families and individuals. They are a Local Administrator for the Housing Choice Voucher Rental Assistance and Homebuyers Program, and a certified HUD Counseling Agency that administers, manages, and owns various rental housing facilities in Franklin and Essex Counties.
Aubertine and Currier was contracted by the FCCHC in 2016 to provide Land Surveying, Structural Engineering, and Civil Engineering Services for the evaluation and design of a replacement retaining wall behind building #16 at the Franklin County Community Housing Council (FCCHC) Lake Placid site. The failing landscape stone retaining wall was replaced with a more substantial “Redi-Rock” retaining wall similar to the one constructed at Building #38, and included necessary slope stabilization measures, grading and drainage improvements. The contract also included the design of repairs to Site sidewalks and Parking area settlement and slope drainage issues, as well as design of repair/replacement of the Building 16 roof, and emergency assessment and design of the Building 25 wood deck and foundation repairs and stabilization.
Land Surveying Services included the utilization of survey mapping gathered in 2014 for Building 16, and the performance of a field topographic survey of the 200’ x 300’ area surrounding Building 25 which included the proposed work area and surrounding area needed for the depiction of the building, drives, slopes, and access. A topographic survey map of the project area was prepared by a Professional Land Surveyor in accordance with The Code of Practice of The New York State Association of Professional Land Surveyors, and all mapping referenced horizontally to State Plane Grid Coordinates, NYS Eastern Zone (3101) NAD83 (96), and vertically to NAVD 88.
Civil/Site Engineering Design Services included the preparation of Final construction plans of the site, grading, drainage plans, and details which were prepared based upon the preliminary design submitted in December 2014 and included the incorporation of comments provided by the FCCHC. Site repairs to damaged and deficient sidewalk joints and accessible route of both Building 25 and 16 which were noted by HCR during a 2015 inspection were incorporated, as well as repairs to Building 16 Parking Lot and Building 25 Deck foundation reconstruction.
Structural Engineering Design Services were completed for the Building 16 Roof Replacement and Building 25 Wooden Deck and Foundation Repairs and Stabilization. Building 16 Roof services included a review of existing conditions, drawing of As-Built Plans of existing building, review of original design drawings and specification, and review of design requirements with key FCCHC personnel. Building 25 Wooden Deck and Foundation repairs necessitated an emergency site visit, and assessment of the deck and supporting foundations, a review of existing conditions, and provision of a rough cost estimate for structural repairs and stabilization. Both projects involved a Conceptual Design review with FCCHC personnel, final design development, and provision of detailed cost estimate for the completion of the project. Construction documents were also supplied summarizing major code compliance items, Building 16’s Roof Replacement dimensioned floor plans and exterior elevations, and Building 25 Dimensioned Deck and Foundation Plans.
In addition, Construction Administration and Part-Time Inspection Services were performed throughout the duration of each projects construction in the form of review of shop drawings and submittals, observation once a week of the contractor’s activities with regard to compliance with contract specifications and drawings, assistance with additional or deductive changes, and preparation of punch list and follow through at project completion.
