Borland, Birch & Flick Road and 3D Trail Reconstruction

Aubertine and Currier’s (A&C) team of professionals was awarded the Indefinite Delivery Contract (IDC) M-401 Contract by the US Army Corps of Engineers (USACE) New York District in September 2009. This 5-year, $12,000,000 IDC M-401 contract included Architect and Engineering Services for primarily Ft. Drum, NY and U.S. Army Installations throughout NYS, and other areas within NY District and North Atlantic Division Boundaries. A&C compiled a Team of in-house staff and six (6) small and large business sub-consultants to perform the various types of services and 16 A/E disciplines required.

The Task Order included the design of four road segments and a maneuver access trail. The road segments for design and construction followed the route of historic wagon and buggy roads that had been sparsely utilized since the purchase of the 75,000 acres of land by the Federal Government in 1941 to create Fort Drum. The design scope included the construction and extension four (4) 24’ wide crushed stone roads and drainage infrastructure, and one 12’ wide crushed stone maneuver access trail, including:

  • ·Training Area 3 - Borland Road - 5,500’
  • ·Training Area 12 - Birch Road - 6,400’
  • ·Training Area 10 - South Flick Road - 3,500’
  • ·Training Area 10 - North Flick Road - 6,300’
  • ·Training Area 3 - 3D Maneuver Access Trail - 9,100’

The training area roads are utilized for military and civilian recreational vehicle access to Fort Drum’s nearly 100,000 acres of training area lands. The training areas are primarily undeveloped forest lands, meadows wetlands, marshes, lakes, and rivers. Maneuver Access trails are vehicle access roads thru Training Areas and Ranges that provide troop and equipment access while minimizing impacts to the environment.

Topographic surveys were completed for each of the areas, to include over 30,800’ of road/trail through brush and meadow, forest, flooded wetlands, and tributary streams. The topographic survey included the location of trees, rock outcroppings, wetland flags, roads, streams, culverts, bridges, and above ground utilities.

Engineering and design plan preparation included:

  • ·Calculation of Wetland Impacts
  • ·Erosion and Sediment Control Details
  • ·Site Details and Typical Cross Sections

A Stormwater Pollution Prevention Plan (SWPPP) and Notice of Intent (NOI) was prepared for NYS DEC SPDES Stormwater GP-0-15-002 permitting, for each of the project segments. Drainage area and Water Quality and Water Quantity calculations were completed. Culvert design calculations utilized the rational method sizing for the 25 year storm event, and riprap outlet protection calculations.
