In 2009, Aubertine and Currier was one of three firms awarded a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract to perform Professional Services for the Saint Lawrence Seaway Development Corporation (SLSDC). Contract expenditures are budgeted for greater than $100,000 per year, and negotiated on a Task Order basis. The SLSDC is a wholly owned U.S. Government corporation within the U.S. Department of Transportation which owns and operates a portion of the St. Lawrence Seaway in U.S. territorial waters between Lake Ontario and Montreal, Canada. A major part of this function is the operation and maintenance of the Eisenhower and Snell Locks located on Barnhart Island, adjacent to the NYPA’s St. Lawrence Power Project and Robert Moses State Park, in Massena, New York. These locks were constructed in the 1950’s and opened deep draft navigation of the St. Lawrence River in 1959.

The architectural and engineering capability requirements include expertise and experience in the following disciplines: Civil, Structural, Mechanical, Environmental, Electrical, Electronic, Architectural and Surveying. Specifically, areas of work may include: paving and drainage, concrete and steel structures, HVAC, sanitary and fire protection systems, electro-mechanical and hydraulic systems, environmental and energy efficient aspects of projects, electrical power distribution systems, electronic equipment and controls, building and topographic surveys. Anticipated tasks include: reconnaissance, preparing designs, reports, specifications and drawings in AutoCAD or compatible format, on-site inspection of construction work in progress, and project management/oversight.

Task orders for the IDIQ Contract are issued on an as needed basis.

Task Order #0001 – Multipurpose Facility & Boathouse Environmental Assessment


Preparation of an Environmental Assessment (EA) as required by the National Environmental Protection Agency (NEPA) for the construction of a Multipurpose Facility, associated Boathouse, Dock and Boat Launch, and required accessories to accommodate such facilities. The EA provided sufficient detail to comply with all NYS State Environmental Quality Review (SEQR), and other related environmental regulations.

The EA outlined options for the construction of a Multipurpose Facility building to provide a replacement for several SLSDC facilities and operations both on and offsite. The Multipurpose Facility would accommodate the replacement of the SLSDC’s Administration Building currently located within the Village of Massena, the Lock Operations Division offices and Vessel Traffic Control Center located on the north side of Eisenhower Lock, and the Eisenhower Visitors Center located on the south side of Eisenhower Lock. In addition to the SLSDC operations, the Multipurpose Facility may accommodate the US Coast Guard offices which are also currently located within the SLSDC’s Administration Building in the Village, and a University River Research facility. The University River Research Facility would allow for a private university to complete research in the Saint Lawrence River. The Total Project Cost was estimated at $13,000,000. The contract amount to complete the EA was $47,800.
