Village of Antwerp - Water Pollution Control Plant Municipal Wastewater Improvements Project

Aubertine and Currier, PLLC provided Resident Project Representative and Special Inspection services for the Village of Antwerp Water Pollution Control Plant Municipal Wastewater Improvement Project. The project consisted of the rehabilitation of the Village’s wastewater treatment plant to protect the water quality of the Indian River. The Village’s existing RBC treatment system was beginning to fail, and at the time construction began, only one RBC unit was operational. The plant was required to maintain compliance with its SPDES permit throughout construction, a task that was at times challenging due to the condition of the existing RBC units, construction activities, and weather conditions.
Aubertine and Currier provided Resident Project Representative (RPR) services during construction of the project. The RPR served as the design engineer’s liaison, and primary point of contact for the contractors on-site. The RPR was responsible for documenting construction progress daily; interpreting the contract documents, verifying products delivered to the site were as approved, completing daily reports and maintaining as-built drawings. Documentation of work completed was utilized to assist the Engineer in processing payment applications. The RPR was present at monthly progress meetings and reviewed progress schedules, work complete to date, and reported any outstanding issues, or potential problems on-site. To comply with funding provisions, the RPR completed monthly wage interviews and assisted in the completion of monthly reports. The RPR reviewed and inspected work completed on-site and was present during system tests and start up. Aubertine and Currier at key phases during construction of the tertiary treatment building. This included examination of the site during excavation for the footings, masonry inspection at the start of wall connection to the foundation and wall construction, and examination of truss installation prior to installation of the roofing system. Special inspections are required by the NYS Building Code.
